Some major brands in RAM production have been fined over price fixing. Samsung, Micron and Hynix are all big players in the technology market, who collectively have around 96% of the worldwide market share (as at mid 2017). The Chinese government announced they were investigating these 3 companies for price fixing which happened in 2017.
